The Government of Nepal has established worker welfare provisions to protect Nepalese citizens employed abroad through licensed recruitment channels.
Workers should only pay government-approved fees. Agencies must not charge beyond the limit set by DoFE. All payments should be supported by official receipts.
Before departure, every worker must receive pre-departure orientation covering destination country laws, workplace safety, and contact points for embassy/consulate assistance.
Before Departure
- Verify agency license at DoFE (license number should be valid)
- Read and understand employment contract fully before signing
- Complete medical from DoFE-approved medical centers only
- Attend mandatory pre-departure orientation program
- Obtain foreign employment insurance policy
- Keep copies of all documents including contract and receipt
While Working Abroad
- Contact Nepal Embassy or Consulate in destination country if exploited
- Report contract violations to employer and recruitment agency
- Use official grievance channels — DoFE hotline and welfare fund
- Do not surrender passport to employer illegally
- Maintain communication with family and recruitment agency

- Foreign Employment Welfare Fund supports distressed workers
- Repatriation assistance for workers in difficult situations
- Compensation mechanisms for eligible cases as per government rules
- DoFE and NAFEA oversight of licensed agency conduct
